Valid Government IDs in the Philippines: Primary vs Secondary List

Offices do not share one laminated list of valid government IDs Philippines desks will all treat the same way. However, a card that opens a GCash KYC can bounce at a bank branch. For example, a barangay certificate that starts a Solo Parent file will not get you through DFA. This page is the routing table.

It shows which ID is legally supposed to work everywhere, which ones still behave as primary in practice, and which ones are supporting paper only. Under RA 11055, government agencies and private institutions are required to accept the PhilSys National ID. Also, that includes the printed ePhilID and the eGovPH digital ID. It does not make every other card obsolete.

Senior, PWD, and Solo Parent discounts still need those specific cards. Meanwhile, banks and some HR desks still run their own secondary list. Ask the receiving office, not a Facebook screenshot.

What primary means for valid government IDs Philippines

Primary, in the way NBI, PhilSys, and most banks use the word, means one document that proves identity on its own. In particular, that document has a photo, a full name, and usually a signature or a thumbmark. A national agency issued it. Secondary means you need two of them, or one plus a PSA birth certificate.

A company ID, a school ID, and a barangay certificate almost always sit in the second pile. However, primary is not a compliment. It is a filing test. If the desk says two secondary IDs, one strong card from the second pile is not enough.

The PhilSys National ID, the ePhilID, and the Digital National ID are primary. The law requires offices to accept them. However, they do not replace a PWD card, a senior card, or a Solo Parent discount card. Carry the discount card to the drugstore even if the National ID is already in the wallet.

A Philippine passport is primary almost everywhere. It does not do the discount jobs those other cards do. Meanwhile, if a branch has not trained on the ePhilID QR, ask for the written reason and the supervisor. Bring a second primary ID if you have one.

The live eGovPH digital ID with a scannable QR is the version the law talks about. A cropped screenshot with no QR is what gets rejected. Do not confuse a photo of the screen with the live ID.

An LTO driver’s license is primary at banks, at NBI, and as DFA support. It is a driving credential and a photo ID. It is not a discount card. A PRC ID is primary for licensed professionals. It proves the license and the person. It does not replace PhilSys where a desk still wants that card too.

An existing UMID still works as a photo ID. New UMID cards are no longer the product. The MySSS card sits in that same note. Do not wait for a fresh UMID print run that the table says is no longer the product.

For example, a Postal ID is a government-issued photo ID. Many banks take it. However, some still treat it as supporting. It does not replace PhilSys. Get one only if you need a second physical card while the PVC National ID is in the mail. A desk that still wants plastic it recognizes is the other reason. It is not required once PhilSys is already in hand.

Next, a PhilHealth ID or an MDR printout is usually secondary. Hospital case-rate eligibility still needs contributions. The paper proves membership data. It does not, by itself, prove the contributions are posted. A TIN card is often secondary unless the desk specifically lists it.

NBI, voter papers, and barangay paper

Meanwhile, an NBI clearance is a clearance, not a standing ID. Some windows accept it as supporting. It does not replace a passport or PhilSys. An old voter’s ID still circulates. COMELEC stopped the card. A voter’s certificate is the current paper.

Also, a barangay certificate or barangay ID is supporting. It can start an LGU benefit file. It is rarely enough at a bank alone. National photo IDs are what this paper does not replace. A company ID or a school ID is secondary at best.

Discount cards are not KYC cards

For example, an OSCA Senior Citizen ID is primary for the 20 percent plus VAT senior discount. It is also a photo ID at many LGU windows. It does not replace PhilSys for KYC. A PWD ID from PDAO is primary for the 20 percent plus VAT PWD discount. It does not replace PhilSys for that discount.

In addition, a Solo Parent ID unlocks RA 11861 benefits and leave. It is not a universal KYC card, and it does not replace PhilSys. PhilSys proves you are you. An OSCA card proves you are 60 and a resident of that LGU for discount purposes. A PWD ID proves disability status for RA 10754 discounts. One plastic cannot do the other two jobs.

What to bring

First, match the pile to the desk. This recap only restates the rows above.

  • For a bank, NBI, or DFA support file: one primary such as PhilSys, a passport, or a driver’s license.
  • A second primary if you have one, in case the branch has not trained on the ePhilID QR.
  • The live eGovPH ID, not a cropped screenshot, when the desk can scan a QR.
  • The OSCA card for a senior discount, even if PhilSys is already there.
  • Carry the PWD card for a PWD discount, even if PhilSys is already there.
  • Also bring the Solo Parent ID for RA 11861 benefits, not as a substitute identity card.
  • Two secondary papers, or one secondary plus a PSA birth certificate, when the desk says primary is missing.
  • A voter’s certificate instead of expecting a new voter’s ID card.

Common mistakes

  • Treating every plastic card as primary.
  • Offering a barangay ID alone at a bank.
  • Offering a company or school ID as if it were a national card.
  • Using an NBI clearance as a standing ID.
  • Waiting for a new UMID when new UMID cards are no longer the product.
  • Expecting PhilSys to trigger a senior, PWD, or Solo Parent discount.
  • Expecting a senior or PWD card to finish a KYC that asked for PhilSys.
  • Handing a cropped screenshot instead of the live digital National ID.
  • Ignoring a written refusal and the supervisor when a branch balks at RA 11055.
  • Ordering a Postal ID you do not need after the PVC National ID is already in the wallet.
  • Bringing an old voter’s ID story to a desk that now wants a voter’s certificate.

Overall, ask the receiving office which valid government IDs Philippines that specific window still lists. A Facebook screenshot of someone else’s accepted pile is not that list. When two desks disagree, the desk in front of you is the one that will stamp the paper.

Can a bank refuse the National ID?
