OWWA membership is welfare coverage for overseas Filipino workers. The Overseas Workers Welfare Administration gives it in exchange for a US$25 contribution. Under the OWWA Act (RA 10801), that contribution makes a worker an OWWA member, eligible for social benefits, scholarships, repatriation help, and reintegration programs. Many OFWs never think about it until they need a benefit and find their record has expired. So it pays to know how joining and renewal work.
How OFWs get OWWA membership
RA 10801 provides two routes:
- Compulsory registration, when your employment contract is processed by the Department of Migrant Workers (formerly POEA) before deployment; and
- Voluntary registration at the jobsite, through the OWWA office at a Philippine embassy or consulate, or through electronic registration.
For documented new hires, the law says the employer or principal pays the contribution. If it defaults, the recruitment or manning agency pays. The overseas employment contract should include that rule. A worker deployed through an agency should therefore not pay separately for it.
How much OWWA membership costs and how long it lasts
The contribution is US$25 or its peso equivalent at the prevailing exchange rate. Membership stays active until your current employment contract expires or two years after the contract takes effect, whichever comes first. For voluntary registration, the two years run from the date of registration. OWWA may collect a new contribution only two years after the last one. The law also bars extra charges on top.
The OWWA Board can adjust the amount based on actuarial studies. If you see a different figure quoted, check the official OWWA site before paying.
Requirements for joining or renewing
OWWA’s 2025 Citizen’s Charter lists these for membership processing:
- a copy of your passport showing your photo and personal data;
- proof of employment, such as your employment contract, work visa, or payslip; and
- OWWA’s information sheet.
At an OWWA collecting office, you fill out the membership form, submit it with your passport, pay US$25, and receive an official receipt. The charter puts the whole process at about 35 minutes.
Renewing OWWA membership on the mobile app
OWWA says members can renew through the official OWWA Mobile App on Google Play and the Apple App Store. Offices at overseas jobsites also process renewals. Renewal requires proof of active employment. In the app, you sign in, check your membership status, upload or confirm your employment details, and pay the contribution through the listed channels. Save the receipt or e-card it issues, and take a screenshot of the updated status screen for your records.
Download only the app published by OWWA. Never give your login to people offering to renew it for a fee.
Renewing through family at home
The charter also allows next of kin or relatives to renew an OFW’s membership at the nearest OWWA Regional Welfare Office in the Philippines. Prepare a copy of the worker’s passport and proof of current employment, plus the relative’s own valid ID. Call the regional office first, since some ask for an authorization letter.
Social benefits that need active OWWA membership
RA 10801 sets these minimum social benefits for members:
| Benefit | Amount in RA 10801 |
|---|---|
| Death, natural causes | P100,000 |
| Death, accident | P200,000 |
| Burial benefit | P20,000 |
| Total permanent disability | P100,000 |
| Partial disability and dismemberment | P2,000 to P50,000, by schedule |
OWWA’s own 2025 Citizen’s Charter describes the disability benefit as P2,500 to P25,000 for partial disability and P50,000 to P100,000 for total or permanent disability. Ask the regional office which schedule applies to your case.
Medical and welfare assistance
Beyond the fixed social benefits, the 2025 Citizen’s Charter lists two kinds of cash help. The Supplementary Medical Assistance program (MEDPLUS) shares in hospital bills of members or qualified dependents with dreaded diseases. It pays an amount equal to the PhilHealth case rate, up to P50,000 per member. The Welfare Assistance Program gives cash relief to active or non-active members and their families who do not qualify under other OWWA programs. It covers calamities, bereavement, disability from crimes or accidents, and illnesses outside MEDPLUS.
OWWA board resolutions set amounts and qualifying conditions. So ask your regional office for the current requirements before filing a claim, and bring proof of your OWWA membership.
Education and training for members and dependents
Active members and their families can apply for OWWA scholarships. These include the Education for Development Scholarship Program (EDSP), OFW Dependents Scholarship Program (ODSP), Skills-for-Employment Scholarship Program (SESP), and the Seafarers Upgrading Program for sea-based members. Our OWWA scholarships guide explains who qualifies for each.
Help when you come home
OWWA’s Balik Pinas, Balik Hanapbuhay program gives returning members livelihood support. According to the 2025 charter, active members can get P20,000 as start-up or additional capital. Non-active members with one past contribution can get P5,000, and those with more than one can get P10,000. OWWA also runs repatriation assistance with the DFA, a 24/7 operations center, and Single Entry Approach (SEnA) conciliation for work disputes.
Some programs require that the worker was an active OWWA member at the time of death. One example is the Education and Livelihood Assistance Program for families of deceased OFWs. That is why keeping coverage current matters even if you never plan to file a claim.
Checking whether your OWWA membership is active
Before relying on any benefit, check your status. You can check it in the OWWA Mobile App or ask an OWWA regional or overseas office. Do this before you renew a contract, change employers, or come home for good. If the record shows inactive, renew while you still have proof of current employment.
Documents your family should know about
Claims by beneficiaries usually need proof of relationship, such as PSA birth or marriage certificates. Keep scanned copies where your family can find them. If your records have name or date errors, fix them early. Our guides on the PSA birth certificate and the PSA marriage certificate explain how to order copies.
OWWA membership compared with SSS, PhilHealth, and Pag-IBIG
OWWA is separate from other social insurance. It does not replace SSS, PhilHealth, or Pag-IBIG contributions, which OFWs pay under their own rules. In fact, OWWA welfare benefits and SSS benefits are paid separately, so a family may claim from both after a death. Keep all four records active if you can; our Pag-IBIG membership guide covers registration for OFWs.
Long-time members
RA 10801 directs OWWA to create a rebate or financial assistance program. It is for workers with at least ten years of membership who, with their families, have never used any OWWA benefit. Ask OWWA about the current rules if this applies to you.
An example of how coverage runs
Jen signs a two-year contract as a nurse in Saudi Arabia, and her contract takes effect on March 1, 2025. Her employer pays the US$25 contribution during processing, so her OWWA membership is active until March 1, 2027. If she resigns in October 2026 and moves to a new hospital under a new contract, her original coverage ends with the old contract. She should renew under the new contract, using the OWWA Mobile App and her new employment papers.
If instead she finishes the full contract and comes home for good in March 2027, her membership becomes non-active. She can still ask about Balik Pinas, Balik Hanapbuhay assistance for returning workers.
Before you leave the Philippines
First-time land-based workers attend a Pre-Departure Orientation Seminar, which covers OWWA membership, benefits, and how to get help abroad. Use it to confirm your record and note the OWWA office for your destination country. Keep your official receipt or e-card with your passport copies. Also send a photo of it to a family member who could file a claim if needed. In addition, note the date your current contract ends, because that is usually when you should check whether your OWWA membership needs renewing.
Common OWWA membership problems
- Contract changed, record did not: if you moved to a new employer abroad, your existing contribution may already have lapsed with the old contract. Check your status and renew with the new contract.
- Paying twice: OWWA may collect only once every two years, so ask for a status check before paying.
- Undocumented workers: OFWs without processed contracts can still join through voluntary registration at the jobsite.
- Fixers: renewal does not need a middleman, and the law bars extra charges on top of the contribution.
Frequently asked questions
Can a returning OFW still get help with expired OWWA membership?
Some programs, like part of the Balik Pinas, Balik Hanapbuhay assistance, are open to non-active members with past contributions. Most social benefits, however, need an active record.
Is OWWA membership required for seafarers?
Yes. Sea-based workers are covered the same way, and the law keeps their contributions in a separate account.
Where can I bring my questions before leaving?
Your OWWA Regional Welfare Office and the Pre-Departure Orientation Seminar cover membership. For a general list of papers to prepare, see our government ID and document prep checklist.
