TESDA Online Program Guide: Free Courses and How to Enroll

Register at e-tesda.gov.ph, enroll, pass 80%, generate the Certificate of Completion. That PDF is not an NC II.

TESDA Online Program Guide: Free Courses and How to Enroll

The TESDA Online Program (TOP) offers free self-paced courses at e-tesda.gov.ph. You create an account, pick a course from the official catalog, finish its lessons and quizzes, and download a Certificate of Completion. This guide walks through each step, lists the course areas in the catalog as of October 2026, and explains how a TOP certificate differs from a National Certificate (NC) such as NC II.

What the TESDA Online Program offers

TOP runs on a learning platform with courses grouped by sector. When we checked the course catalog in October 2026, it listed these areas, among others:

Category Sample courses in the catalog
Tourism Bread and Pastry Production NC II, Cookery NC II, Housekeeping NC II, Front Office Services NC II
Information and Communication Technology Digital Marketing Level III, Visual Graphic Design NC III, AWS and Microsoft AI courses
Electrical and Electronics Computer System Servicing NC II, Electrical Installation and Maintenance NC II
Construction Plumbing NC II, Photovoltaic Systems Installation NC II, Technical Drafting NC II
Agriculture Organic Agriculture Production NC II, Aquaponic Food Production, Fruit Growing
Human Health and Care Caregiving (Elderly) NC II, Massage Therapy NC II, Barangay Health Services NC II
Social and community Bookkeeping NC III, Domestic Work NC II, Early Childhood Care NC III
Entrepreneurship and life skills Start and Improve Your Business, OFW RISE, personal financial management

A course title that ends in “NC II” means its lessons follow that qualification. Finishing the online course still does not award the NC itself, as explained below. The catalog also has courses with accessibility features and courses from the International Labour Organization.

What you need before you enroll

  • An email you can open: the platform sends a confirmation link and uses the address for password resets.
  • A phone, tablet or computer: a current browser works, and there is an official TOP mobile app.
  • Internet and storage: lessons include videos and downloads, and offline study needs material downloaded first.
  • Your correct name: the certificate prints your profile name, so check the spelling before you finish.
  • Course conditions: some courses need an enrollment key or a learner form, so read the course page first.

Keep in mind that a TESDA Online Program account does not reserve a scholarship or an assessment slot. Those have separate processes at TESDA offices.

How to create a TESDA Online Program account

  1. Open e-tesda.gov.ph, choose Log in, then the new-account option.
  2. Read the privacy notice and fill in the required fields.
  3. Double-check your email address before you submit, and save your username.
  4. Open the confirmation email and click the activation link.
  5. Log in and complete any remaining profile fields.

If the email does not arrive, check your spam and promotions folders before making a second account. Never share your password or activation link with someone who offers to enroll for you.

How to enroll and finish a TESDA online course

  1. Open the course catalog after logging in.
  2. Choose a category, read the course description and pick the module you want.
  3. Click the enrollment button. If the course asks for an enrollment key, follow the instructions from the course or the named TESDA office.
  4. Work through the lessons, activities, quizzes and forms in the order shown.
  5. Check the passing mark, the number of attempts allowed and any completion rules.
  6. Once every required activity shows as complete, use the course’s certificate option and save the file.

Is the passing mark always 80%?

Not necessarily. TESDA’s guide for Basic Bookkeeping for SK Treasurers sets an 80% score on the final assessment. That is one documented course, so read each course’s own rules rather than assuming the same mark everywhere.

Studying on the mobile app

The official TOP how-to guide shows how enrolled learners can download course material in the app. Download while you have a signal, study offline, then reconnect so your progress syncs before you claim the certificate.

TESDA Online Program certificate vs National Certificate

Credential What it shows How you get it
TOP Certificate of Completion You finished an online course and its activities Download it from the course
National Certificate (NC) You are competent in all units of a qualification Pass a competency assessment at an accredited center
Certificate of Competency (COC) You are competent in one unit or cluster of units Pass the assessment for those units

The TESDA-CAR assessment page explains the NC and COC difference. On a resume, use the exact title on your TOP certificate and do not call it an NC II.

From online course to NC: the assessment steps

TESDA’s steps for regular qualifications set out the path for a new applicant:

  1. Apply at an accredited assessment center or a TESDA district or provincial office.
  2. Submit the application form, the self-assessment guide for your qualification, and three colored passport-size photos with a white background, a collar and your name on the back.
  3. Pay the assessment fee at the center’s cashier and get an official receipt and admission slip.
  4. Show up on the date and at the venue on your admission slip.
  5. Collect your Competency Assessment Result Summary (CARS).
  6. If you passed, apply for certification at the TESDA office covering the center.
  7. Claim the NC or COC seven working days after applying, with your CARS, receipt and a valid ID.

A representative can claim it only with your Special Power of Attorney. A TOP certificate does not waive the fee or guarantee a pass, although it can help you prepare. Our TESDA NC assessment guide covers this step in more depth.

Worked example: from online course to a job application

Say you want work as a cook. You could first take Cookery NC II on TOP during evening study and download the completion certificate. After that, you would apply for the Cookery NC II assessment at an accredited center, where an assessor checks your skills in person. Since the NC is what employers usually ask for, the online course is your preparation and the assessment is your proof. A TESDA scholarship may also cover hands-on training at a partner school before the test.

Choosing a TESDA Online Program course by goal

Because the catalog is large, start from what you want next rather than from the list. The table below matches common goals with catalog areas and the step that usually follows.

Your goal Where to look in the catalog Usual next step
A hotel or restaurant job Tourism courses such as Housekeeping or Food and Beverage Services NC II NC II assessment
A home-based food business Bread and Pastry Production, Food Processing, Start and Improve Your Business Local business permits; check FDA rules for packaged food
Freelance online work Digital Marketing, Content Creation, Visual Graphic Design A portfolio of sample work
Caregiving abroad Caregiving (Elderly) NC II NC II assessment plus the employer’s own checks
Solar or electrical work Photovoltaic Systems Installation, Electrical Installation and Maintenance Hands-on training, then assessment

Online course or in-person training?

TOP is free and flexible, but it cannot give you supervised practice with tools and equipment. For trades like plumbing or electrical work, the online course works best as theory before a hands-on class. For knowledge-heavy subjects such as bookkeeping or digital marketing, on the other hand, the online course can carry more of the load.

Keeping your NC valid

An NC or COC also expires, so the TOP course is not your last contact with TESDA. To renew, go to the TESDA district or provincial office that issued your certificate. Bring the application form, the original NC or COC and three passport-size photos. Where a new Training Regulation has come out for your qualification, you must pass a fresh assessment under the new rules. Otherwise, TESDA renews the certificate on request after checking its records.

TESDA also warns that faked or duplicated documents disqualify you from its assessment and certification programs. That applies to edited TOP certificates as well, so keep the original file.

Common access problems

  • No confirmation email: check the address you typed and your spam folder, then contact support.
  • Forgotten password: use the official reset page, never a third party.
  • Enrollment key needed: ask the course administrator or the TESDA office named on the course. Never buy a key from a social media seller.
  • No certificate showing: look for an unfinished activity or a failed quiz first.
  • Wrong name on the certificate: ask support about corrections rather than editing the file.

For platform help, email tesdaonlineprogram@tesda.gov.ph with the course name, your username and a screenshot, but never your password.

Local tip: Pick one course and set a fixed 30-minute study slot each day. Finishing one course is worth more than starting five.

Frequently asked questions

Is the TESDA Online Program free?

Yes, the online courses are free. Your own costs are data and any assessment or in-person training you take later.

Can I study from abroad?

Yes, since the platform is web-based. An NC assessment, however, needs you at an assigned venue, so plan that separately.

How many TESDA Online Program courses can I take?

We found no stated limit on the TOP pages we checked. Even so, finishing one course before starting the next makes it easier to track progress and certificates.

Does finishing the online course give me NC II?

No. An NC requires passing the competency assessment for that qualification.

Based on the TESDA Online Program catalog and how-to guide, TESDA’s assessment steps and TESDA-CAR guidance, as of October 2026. TESDA decides course availability and certification rules.
